Over the last 15 years information and communication technologies (ICTs) have been increasingly and optimistically promoted as a means of transforming developing countries into “modern” and knowledge-based societies and to alleviate some of the social and economic problems of developing world, particularly those in rural areas. Yet very little is known about the veracity of these aspirations, much less about the long-term social and economic effects of these technologies upon societies both in urban and rural areas.

The relationships between Information Communication Technologies (ICT), development, knowledge and society will be the main focus of Second EBario Knowledge Fair. Since it is cross-disciplinary in scope, it brings together researchers, scientists, technology developers and designers, policy makers, development implementers and practitioners, teachers, and community leaders with a concern for technological and social opportunities, issues and challenges involved in bringing technologies to people and vice versa. Conference themes are primarily, but not exclusively on the following themes:

  • Emerging fields of Cultural Heritage research and ICT
  • ICT and Conservation and Information Management
  • Human Computer Interaction (HCI)
  • Diversity of use, local modification and creativity of ICT for development, knowledge management and social transformation
  • Information Communication Technology for development (ICT4D)
  • Mapping of the future :community memory and ICT
  • Development of information communication technologies - technology development to support ICT implementation
  • Indigenous People and ICTs - Native on the Net
  • Social Shaping of Technologies
  • Intellectual Property, Traditional knowledge and the new technologies

To explore these themes, we invite papers that describe innovative practices or programs in the community, in education institutions and the like. This may take the form of case studies, narratives, demonstrations or technical reports. The outcomes of practice may be improved frameworks, concepts, understandings or structures, such as enhanced capacity through the development of skills, knowledge and operational effectiveness. This kind of work may involve putting theory and research into practice. We also welcome presentation or publication reporting upon original research, based on the systematic collection and analysis of data or facts. This kind of work may involve the application or testing of theory.
